What criteria are used by the City of Chicago to determine the direction of the express lanes on the Kennedy?\ \ Most evenings, during the rushhour commute, the inbound commute (including from the junction to the circle) is much longer than the outbound commute, but the express lanes are pointed outbound. Why wouldn't the express lanes be used to alleviate the much larger inbound congestion. Thousands and thousands of loyal WBEZ listeners (who listen on their commute home) want to know. Thanks!!
