I recently heard that some of the weird cul-de sacs that seem randomly placed throughout the city were put in place along longstanding gang borders as a preventative measure against violence, as in 'if you can't drive through, you can't perform a drive-by'.\ \ Is this true and, if so, is this an acquiescence to the power of these gangs or just a stopgap measure to curb violence (pun acknowledged but not intended) until the greater issues between tackling ingrained gang culture are addressed (like that'll happen)?
