How can the City of Chicago possibly close 49 schools (at one point i read that these closings would save $560 million in property maintenance costs over 10 years) the same year that combined coffers for TIF districts held over half a billion dollars AT THE START OF THE YEAR? How is it legal to siphon money away from public schools* and then turn around and close them for lack of funding?\ *(also parks, police depts etc)
